    Significance: Bearer specific foreign government issued documents were transmitted to the U.S. Embassy in Cameroon, compromising applicant's rights to confidentiality and due process, for verification by a FSN Investigator Mr. Yaouba. In response, the FSN issued fraudulent finding of fraud via a `Report of Investigation' which, upon receipt, I.J. Hacker attempted to peddle as authoritatively accurate.
